Can You Use AI-Generated Video in Your Ads in the UAE?
Yes, you can use AI-generated video in your ads in the UAE, and plenty of businesses already do. The condition is that you label it. In 2026 Meta, TikTok and YouTube all treat realistic AI video as something that must be disclosed, and that disclosure sits on top of, not instead of, the UAE advertising rules you already have to follow.
I get asked this constantly now that a usable 20-second clip costs a few dirhams of credits instead of a shoot day. The honest position: the tools are legitimate, the rules are enforceable, and the businesses getting caught out are the ones who assumed nobody would notice.
What the platforms actually require in 2026
The platform rulebooks bite first, because they are automated and they apply to every campaign you run.
TikTok allows AI-generated content but requires the AIGC disclosure tag whenever a video contains synthetic faces, cloned voices, AI-generated backgrounds or photorealistic AI products. The label is a disclosure requirement, not a ban. Enforcement runs on a four-tier ladder: a warning, then a seven-day posting restriction, then a 30-day suspension, then a permanent ban.
Meta operates a detection-and-enforcement system rather than an honour system. It can apply an AI label to your ad automatically, reject undisclosed AI creative at review, and retroactively flag a campaign that was already approved and running. Where AI video is assessed as deceptive, particularly realistic footage of events that did not happen, Meta applies a more prominent label and cuts distribution. Reported reach reductions for deceptive AI voice or music in video have run as high as roughly 80%.
YouTube requires creators to flag altered or synthetic content that looks realistic when they upload, and surfaces that disclosure in the description or on the player.
The watermark you cannot quietly remove
This is the part that catches people out. OpenAI's Sora 2 embeds C2PA Content Credentials alongside a visible watermark, and Google's Veo 3 applies SynthID labelling automatically. Both of those live in the file's metadata, not just in the pixels. TikTok, YouTube and Meta can read that metadata and apply the AI label themselves whether or not you ticked the box.
So the practical choice is not between labelling and not labelling. It is between labelling it yourself, in your own words, or having the platform do it for you and treating you as though you tried to hide something.
How the UAE rules sit alongside this
The UAE has not published an AI-specific advertising disclosure rule. What it has published is stricter than most people realise anyway. Since 1 February 2026, any individual or business publishing advertising content online from inside the UAE needs an Advertiser Permit from the media regulator. Operating without one can carry penalties of up to AED 500,000 per violation, and failing to disclose a commercial relationship correctly attracts fines of around AED 50,000 per post.
Disclosure tags such as #ad, #sponsored or #gifted, in Arabic or English, must appear at the start of a caption or within the first three seconds of a video. That rule already applies to AI-made creative, because the obligation attaches to the advertising, not to the camera.
Keep the two disclosures separate in your head. #ad tells people money changed hands. "Created with AI" tells them the footage is synthetic. One does not satisfy the other, and a UAE campaign using AI creative needs both.
Where AI video genuinely earns its place
Used properly, this is a testing tool before it is a production tool. Around 87% of marketers now use generative AI somewhere in their workflow, and the honest reason is speed rather than quality.
- Concept testing. Generate eight hook variations, run them cheaply, then film the winner properly. You learn which idea works before you spend on a crew.
- B-roll and abstract visuals. Cityscapes, textures, product-adjacent atmosphere. Nobody is being deceived by a generated skyline.
- Storyboards and pitch frames. Showing a client what a campaign will look like used to take a designer a day.
- Localisation. Swapping backgrounds, on-screen text and formats for Arabic and English versions of the same ad.
Where it does not work: anything where the audience needs to trust that what they are seeing is real. Your restaurant's actual food, your clinic's actual team, your showroom, your event. A synthetic person holding your product is the fastest way to make a UAE audience doubt everything else on your page.
What it costs against a real shoot
Per clip, AI generation is dramatically cheaper. A filmed clip in Dubai starts around AED 700, and a proper content day producing five to ten clips runs AED 3,000 to 8,000. Generated clips cost credits, so the marginal cost of variation number nine is effectively nothing.
That is the real advantage, and it is not the one people advertise. You are not saving on the shoot. You are buying the ability to test ten concepts for the price of testing one, and then spending the shoot budget on the concept that already proved itself.
Key takeaways
- AI-generated video ads are allowed in the UAE. Labelling them is not optional.
- TikTok requires the AIGC tag for realistic synthetic people, voices or scenes, enforced on a four-tier ladder ending in a permanent ban.
- Meta can auto-label, reject or retroactively flag undisclosed AI creative, with reach cuts of up to about 80% for deceptive video.
- Sora 2 uses C2PA credentials and Veo 3 uses SynthID, so platforms detect AI video from the metadata regardless.
- The UAE Advertiser Permit and #ad disclosure rules still apply, with fines up to AED 500,000 per violation. AI labelling is a separate obligation.
- Use AI to test concepts cheaply, then film the winner. Never fake your product, premises or people.
How I would approach it
Decide before you generate anything whether the finished ad will show a realistic person or scene, because that single answer determines whether you are in disclosure territory. Keep a record of which assets were generated and with which tool, so that when a platform flags something you can answer in a minute rather than a week.
The brands doing well in Dubai right now are not the ones that replaced their content with AI. They are the ones using it to try more ideas, and still turning up with a camera when it matters.
Frequently asked questions
Is AI-generated video allowed in ads in the UAE?
Yes. No UAE regulator has banned AI-generated advertising content. What you must do is comply with the platform's AI labelling rules and the UAE Media Council disclosure rules, which are two separate obligations.
Do I need to say my ad was made with AI?
On TikTok, yes, if the video shows realistic people, voices or scenes that a viewer could mistake for real footage. On Meta, undisclosed realistic AI creative can be auto-labelled, rejected or flagged after it has gone live. Wording such as "AI-assisted" or "Created with AI" is accepted.
Does an #ad tag cover the AI disclosure too?
No. They are separate. #ad or #sponsored discloses the commercial relationship, and the AI label discloses how the content was made. A UAE campaign that uses AI creative needs both.
Can I remove the watermark from a Sora or Veo video?
You should not try. Sora 2 embeds C2PA Content Credentials and Veo 3 applies SynthID, both of which sit in the file's metadata rather than only on the visible frame. Platforms read that metadata and label the video anyway.
Is AI video cheaper than filming in Dubai?
Per clip, yes. A generated clip costs a few dirhams of credits against roughly AED 700 upwards for a filmed clip and AED 3,000 to 8,000 for a content day. The saving disappears if you need your real product, premises or team on screen.
